On April 17, 1854, the state assembly of New York passed an act entitled . The roll of assessment for the grading and paving of Flatbush Avenue is dated December 12, 1857, and was drafted by Nicholas Stillwell, N.B. Morse, and Johannes Bergen in pursuance of the seventh section of the act. It lists the names of property owners who held parcels of land along the stretch of Flatbush Avenue that was to be improved as part of the project, as well as the assessed value of each parcel. An act provide for the continuation of Flatbush Avenue from the city line of Brooklyn into the town of Flatbush
